Wearing a black suit and his best smile, MidSouth Bank President Rusty Cloutier told the crowd at a town hall meeting last month at the Corporate Boulevard branch that his institution has money to lend.

His message is the same for all 16 of the bank’s meetings in Louisiana and Texas. Despite what is being reported in the national news, Cloutier says Louisiana’s capital-healthy lenders are making loans.

MidSouth Bank is particularly flush with cash, having leveraged $20 million from the U.S. Treasury’s Troubled Assets Relief Program into about $200 million of loans. What’s in short supply are credit-worthy borrowers.

“It’s probably the most serious recession we’ve seen since the Great Depression,” Cloutier says. “But we think the economy is pretty solid in Louisiana.”

When MidSouth’s loan volume fell 20% in three months, Cloutier decided it was more important to educate the public than worry about tough questions regarding TARP.

How does the mortgage co. calculate interest rates in Louisiana?



the rates are published by the lenders not the mortgage company you may be working with. there is a par rate and up they make more down you pay to buy it down

My dad wants to buy me a house. He lives in Brazil and I live in Louisiana how does he get a mortgage for here



A lot of US banks are offering programs for foreign nationals. Most will require between 15% and 35% downpayment and your Dad might have to escrow payments for a few month plus property taxes and insurance. Some banks will require translated letters (referrences) from your Dad's Bank in Brazil and probably his tax accountant or attorney stating that your Dad is in good standing with them. The home he is buying has to appraise of course but all in all there is no major problem for foreign nationals to obtain a mortgage on a property they buy in the US.

How is the housing market in Louisiana right now, specifically the New Orleans Metro Area?

I live in Arkansas right now and am thinking of becoming a licensed Mortgage Broker for the Louisiana market. Thanks in advance!
