MONTGOMERY, Ala. (AP) - The state Senate is ready to make Alabama the fourth state to register and regulate commercial tax preparers.

The Senate voted 25-0 Thursday for a bill that would create the Alabama Board of Individual Tax Preparers. The board would develop a competency test for commercial tax preparers and require them to pay an $80 annual licensing fee. It would also require tax preparers to disclose all costs on refund anticipation loans, which are sometimes promoted as "instant refunds."

The bill's sponsor, Sen. Quinton Ross, D-Montgomery, said some fly-by-night tax preparers are taking advantage of citizens by charging exorbitant fees and not filling out forms properly. Once April 15 passes, their storefront operations are gone.

"We are trying to provide good consumer protection to the people of Alabama," he said.

Oregon, California and Maryland regulate people who prepare tax returns for pay.

The push in Alabama started with Impact Alabama, a nonprofit group that trains college students to prepare tax returns for free for low-income families. The students pass a test provided by the Internal Revenue Service before working on tax returns.

reccomendations for the best low interest student or parent loans for UAB in alabama any info will be helpful?

Hi ya'll my son is transfering to UAB he will be majoring in physical therapy.does anyone have any pointers on aid, scholarships we only qualify for the min on federal loans. Thanks for any info that you might have

First, he needs to fill out his FASFA report (see link below). This is his free application for federal student aid. The deadline this year is June 30th. This will tell him what he's automatically eligible for - UAB financial aid office will send him a report telling him what they have awarded him (grants, work study, loans, etc).

Now, he many not qualify for grants or work study so loans may be his only option. If that is the case, Federal direct loans are the best way to go because of their low interest rate. Look in the Perkins Loan and Stanford Loan before you look at private loans. The finacial aid office at UAB will have all of the information your son needs on these loans or you can view the link I posted below.

As for scholarships, well that depends on your son, his GPA, etc. There are tons of books on scholarships...so check out your local bookstore. I'd even pick up a book on financial aid as well.

Where can I get a loan for land I own in Alabama if I live in Texas?

I live in Central Texas and I own one acre of land in Alabama. I know that you can get a loan for unimproved land based off it's value. The land's value is $50,000 but I don't want to borrow that much. If you know of some places that could help me I would appreciate it or if you are willing to purchase the land let me know something please!

You can get loans from large, national organizations like Sallie Mae or GE, or from smaller organizations in your hometown. If you're looking for one of these smaller organizations, your local credit union is a great place to start. You can also ask the banks (both national and local) in your area what sort of loans they offer.
